Digital Cameras Essential in Emergency Preparedness

On September 13, 2008, six communities in Northern Arizona were notified of a scheduled power outage. The local utility company, Navajo Nation and Navajo Area Indian Health Service (NAIHS) began preparations for the power outage. As a precautionary measure, NAIHS decided to activate the mobile command center.

Since the mobile command center was customized by a local vendor, it has specific procedures on how to power up the trailer. An instruction manual was developed with step-by-step procedures using a digital camera. The manual was very handy to new personnel who were new in operating the trailer. Additional steps need to be included and pictures were taken that will be applied to the new manual. A good idea is also to videotape the power up and down procedures of the system as well.Time is of the essence when dealing with emergencies and pictures in a manual cut down on reading time. Plus people respond better to visual applications.

Taking photographs can be added to log of events. Meetings are quite common and taking photos is a way of showing who was present. It’s critical to also have pictures of key staff who will be onsite during an event. Names and pictures of Incident Management Team members were forwarded to security personnel who would allow building access to identified key personnel. This was a means to address security issues and ensure overall safety. Visitors during the event were asked to return after the restoration of power when security alarms and normal operations were back in place.

It is essential to track valuable equipment assigned to Emergency Management. Pictures can serve as a way to track equipment and aid in the retrieval process during demobilization. It would be quite beneficial especially if a Multi-Agency Coordination System was in place and multiple agencies donated equipment. It is quite easy for equipment to become lost.

Other uses for photos in reference to Emergency Preparedness include identification and recordkeeping purposes. FEMA lists photos as an important item to place in a personal preparedness kit. There are many locations in which to review photos for recordkeeping purposes. Hurricane Katrina was quite devastating and many a people recorded events through pictures. Agencies love to share photos but most importantly, being that pictures say a thousand words, photos allow for learning and recordkeeping and most importantly, information gathering.

Assessment of Infrastructure for Emergency Management Preparedness

Introduction


When an entity is developing an Emergency Response Plan (ERP), many considerations to inventory and catalog infrastructure assets must be made. While this task is only a small part of the ERP, it is important from the aspect of potential assistance from the federal government for reimbursement aid. The Federal Emergency Management Agency (FEMA) requires literally volumes of information with regard to the type of asset, condition of the asset, the cost of the asset, and the length of time the asset has been in service (for the purpose of determining depreciation). By properly documenting the condition of those assets, reimbursements through FEMA can be facilitated more quickly. The result is an entity having the ability to repair or replace the asset in a timely manner.

Definition of Assets

Assets can be defined as something that has a certain life cycle and costs a certain amount of money. Financial departments in municipalities, for example, may define an asset as a piece of equipment that costs more than 1000 dollars and has a certain life expectancy. In this example, an asset would need to be assigned an asset number, a life expectancy of the asset (most finance departments have a standard list of depreciation schedules for nearly any type of equipment or building), and an expected replacement date. The use of a depreciation schedule would normally drive the replacement date. Also, the use of depreciation would be charged to a department so that money can be accumulated to replace the asset at the end of the life cycle.
After an asset is purchased, it’s used as it was intended. Just like a car that you purchased new, the asset has wear and tear and requires periodic maintenance to keep the asset functioning as new. The documentation of the wear and tear is necessary from both a functionality standpoint (the asset was purchased for a specific purpose) as well as a maintenance management standpoint. One method of documenting the “condition” of the asset is through the use of digital photography. Digital photography is preferred in this time of enhanced technology because of the ease of storage. Old photographs that were developed by film would deteriorate with time and less than perfect storage conditions whereas digital photographs can be stored electronically onto a hard drive or compact disk (CD).

Digital Documentation for Emergencies

Memorializing the condition of equipment, buildings, and vehicles are essential to accurate inventorying of assets. While a concise, well written description about the state or status of a building can be helpful, a photograph can say a thousand words. Also, when working with federal agencies such as FEMA, pictures may provide the clarity to the condition of a bus, for instance, than an ambiguous written history of the maintenance performed. In the following pictures, the condition of the assets is quite clear. In addition, proof of ownership through the use of the digital camera can show serial numbers as well.










Digital Photo History – The Tales of Two Public Entities

As discussed previously, in order to prepare for an emergency, certain measures must be taken to ensure that previous conditions were documented and saved. The use of digital photography is an efficient use of technology to save the condition of equipment, buildings, or vehicles at a certain point in time. Both cities and counties in the United States have used the Emergency Response Program requirements of the Occupational Safety and Health Administration to establish procedures on how and what to document before an emergency occurs. While it is very important to record the effects of a disaster so that a historical document can be made, it is just as important to record the pre-disaster status of an entity’s infrastructure as well.
Both the City of Indianapolis and King County, Washington, have established Emergency Response Programs. The City of Indianapolis has developed a “checklist” of both preparedness (pre-disaster) and response (post-disaster) tasks that are identified to be performed by the respective departments. For example, one emergency support function for the Public Works Department that would be performed prior to a disaster would be “identify and inventory all public buildings” (City of Indianapolis, Comprehensive Emergency Management Plan Checklist, 2008). King County in Washington State has an Emergency Management Plan (EMP) that is geared more for response, recovery, and mitigation rather than preparedness. The focus of the King County EMP is more the responsibility of department directors and what their general tasks are in an emergency. Most of the detailed policies and procedures with respect to individual department operations were outlined in “Emergency Support Functions” (King County, Emergency Management Services, 2008). However, emergency preparedness with respect to detailed planning is conspicuously absent in the King County EMP. Uses of Digital Photography in Damage Assessment


Digital photography is an import tool used by emergency management personnel and the general public during, and following a disaster. During a disaster aerial photography is used along with GIS to map and analyze the extent of the disaster site. If the information is given in real time, it can help in the dispatching of emergency vehicles and identifying where resources are needed. The more first responders know about a situation, the better they are able to respond. In some areas, help is not available and someone is sick or injured. It is possible to send photographs of visible symptoms to medical personnel who can then walk an able person through first aid treatment.


Following a disaster, it is good to use digital photographs for damage documentation. It will probably be days before insurance adjustors get to an area so it is important to document with photos. Sometimes people may return to find minimal damage to their homes but find they have been looted. Photographs are also used as crime scene evidence.





The photographs shown are photographs that were taken while I was in New Orleans following Hurricane Katrina. My husband’s company is nationwide and they called in people from all over to help get the New Orleans branch back up and running as soon as possible. He was there for 3 months. I visited him while he was there and we drove around with some of the locals looking at all of the damage.



Some software that was really useful in helping clean up following Katrina was GeoSpatial Experts GPS-Photo Link software. GeoSpatial Experts GPS-Photo Link software is a digital photo mapping software that automatically links digital photographic images to GPS location data. The software allows the user to take a digital photograph of a feature or area, such as a disaster site, acquire a precise location point with a handheld GPS receiver, and then download this information and have each photograph watermarked with the date, time, and GPS location where it was taken. A number of volunteers assisted state and federal agencies, such as FEMA, and the U.S. Army Corps of Engineers in conducting damage assessment during the first few weeks after Hurricane Katrina destroyed large portions of the Gulf Coast. They used handheld GPS and digital cameras to record photos of the destruction, and then used GPS-Photo Link software to track the locations of the photos.

Another agency that used digital photography to analyze damage following Hurricane Katrina was the NOAA (National Oceanic and Atmospheric Administration). Their mobile emergency response units are equipped and trained to survey ports and nearby shore waterways immediately following the hurricane. Aerial photographs of the impacted areas were also taken to assess for damage from erosion, which occurred to the levees and major evacuation routes. These images will assist both in recovery operations, and long-term restoration and rebuilding decisions. NOAA staff is working closely with the Department of Homeland Security and FEMA to coordinate the flow of appropriate information and data that will guide deployment of resources.

Digital Orthophotography By Andrew Salcido

One of the products of digital photography in emergency management has been the use orthophotography. The evolution of orthophotography use in emergency management has coincided with the advancements in computer technology. Orthophotography is the digital image of aerial photography where distortions created from oblique camera shots and topography are removed. Orthophotography has been in use since the 1960’s for mapping purposes as part of a geographical information system (GIS). The true image of an orthophotograph has grown to be a valuable instrument in all phases of emergency management: mitigation, preparedness, response, and recovery.

A raw aerial photograph is good for mapping an area yet the image is highlighted with displacements in elevations and distortions with geographical features. Traditional aerial mapping photography is primarily shot from a direct vertical line straight down to the surface of the ground. Orthophotography is a digital base system that takes the aerial photograph and rearranges the pixels to remove any distortions and displacements. The digital orthophotograph is a true image that equalizes distances and relationships within the terrain and physical objects. The software of orthophotography uses the unrefined aerial photograph and enhances the image into a consistent photographic map. There are numerous Federal and State programs that gather and use orthophotography and the National Digital Orthophoto Program (NDOP) is considered the managing component among the various programs. The primary objective of the NDOP is to coordinate the use of aerial photography and digital orthophotography to distribute costs and decrease duplication in efforts between the various organizations. The Federal orthophotography programs that involve emergency management applications are the National Oceanic and Atmospheric Administration (NOAA), the Department of Homeland Security’s Federal Emergency Management Agency (FEMA), and a partnership of the U.S. Geographical Survey (USGS) / National Geospatial Information Agency (NGA). Analyzing flood zones and creating digital flood maps are ways the NOAA and FEMA organizations use orthophotography. Flood forecasting maps created by orthoimagery can be used for pre-hurricane planning and post-hurricane recovery actions. The USGS and NGA have combined their orthoimagery efforts for a program called “133 Urban Areas.” The goal of joint venture program is to develop high resolution orthoimagery for 133 most populated areas in the U.S. for Homeland Security and Emergency Response purposes. Flood mapping is an important product of digital orthophotography especially in emergency planning. A typical digital photo from ground level of a flood zone cannot capture the full magnitude of the geographical features and hazards associated with the terrain. Although, an aerial photo enhanced with digital orthophotography would be the best view of a flood zone. Below are digital photos of a wash that usually floods during the summer monsoon in Tucson, AZ. The ground level views are from the same area and the photos do not fully depict the massive size of the wash. Yet, through careful analysis of the photos, the potential hazards of a flood may be obtained.




























Orthophotography combined with GIS can be essential in all phases of emergency management. Orthoimagery in the mitigation phase can help reduce the damage caused by natural disasters by providing a true view of geographical features in the terrain. During the preparedness phase, orthoimagery can be used to make plans and preparations for a natural disaster and help identify possible man-made disasters from failures in nuclear reactors or dam structures. A major role of orthophotography and GIS will be in response and recovery phases. Accurate, life-like mapping can provide emergency responders with the best information of streets, buildings, and significant topographical details of damaged areas.

Below are normal digital photos of Tucson, AZ taken from an elevation of approximately 2,600 ft. The photos provide about 1o0 degrees panoramic view of the Tucson valley. The significance of aerial photos enhanced with digital orthophotography would display the true geographical features and the relationships with physical objects.

GIS Photo Mapping for Humanitarian Relief Efforts

Coupling GIS systems with digital photography is a rapidly emerging technology used across a wide variety of disciplines. Any individual with a handheld GPS and a digital camera can conduct this practice at a rudimentary or basic level. Newer technology and software can make this process much more high-powered to the user. An example of this are geo-imaging cameras (Ex: Ricoh 500SE), which contain a built-in GPS that allows the ability to time-stamp a location on photos taken. These "geo-coded" images can then be uploaded to a computer running various GIS applications such as ArcMap where the GPS data can be extracted and turned into shape files or interface with applications such as Google Earth. Coupling photography with GIS is a valuable tool for disaster relief and clean-up efforts due the ability to conduct thorough damage assessments. Post hurricane Katrina, GIS volunteers and various personnel from the U.S. Coast Guard, U.S. Army Corps of Engineers, and FEMA conducted damage assessments with personal GPS units combined with digital photgraphy. The data was analyzed using a common geo-imaging software package called "GPS-Photolink" to track the many locations of destroyed property. As this technology continues to proliferate in the emergency management community, it will be increasingly relied upon during future disaster response efforts as well as intelligence and homeland security. GPS Photo-Link allows an individual to take a digital photo of any area of choice, acquire a precise location, and then have that information downloaded and correlated automatically for the user. In the arena of humanitarian relief, geo-coding can be very useful. The UN Office of for the Coordination of Humanitarian Affairs (OCHA) uses the Information Management & Mine Action Programs (iMMAP) to conduct surveys for contaminated sites, unexploded ordinance (UXO), and old weapons sites in Iraq. Geo-coding software can be used to survey damages inflicted by wartime actions for the purposes of rebuilding. Below are some photos I took in Baghdad, Iraq during one of my trips there.

While these photos above were taken for personal use (souveneirs), these images could be geo-coded for tracking damage assesment purposes. This process is occuring in Iraq now by various agencies assisting the Iraqi government with rebuilding efforts.

Digital Photography and Disasters


Digital photography can be used in many ways before, during and after disasters. Digital photography itself is used to document a person(s), thing(s) or condition(s) at a particular point in time. This has many uses in the emergency management field, especially as it applies to disasters. Some of the more common uses of digital photography as it applies to disasters are listed here.


Documenting Property and People


One of the most important parts of emergency management is preparedness. Part of being prepared for a disaster includes documenting important items in and around your home. This may include many things, including, but not limited to, televisions, stereos, jewelry, computers, momentos and so on. This documentation can then be used as proof of ownership after a disaster for insurance companies in order to replace the items. Residences can also be photographed in order to document the condition of the residence prior to a disaster. This too can be used for insurance purposes.

Inanimate objects are not the only things that can be documented. Digital pictures of loved ones or other important people can be serve as imporant items should they be lost during a disaster. Those digital photos would then provide a valuable information to rescue workers attempting to locate them.



Uses of Digital Photography During a Disaster


Another important aspect of digital photography during a disaster is to document the conditions being experienced during a disaster. By documenting those conditions, much can be learned about what to expect in future incidents and can provide for better mitigation techniques.



Digitial photography has also made it's way into mobile data terminals (MDTs) in police cars. Several cities across the country (Stamford, CT. for example) have included digital photography of each residence along with their addresses in all emergency workers MDTs. The addition of a digital photograph along with the address helps emergency workers quickly identify the critical residence even when an adress may not be visible or that may have been removed during a disaster.

Damage Assessments after a Disaster


One of the uses for digital photography after a disaster is to document damage. One of the primary reasons is for insurance purposes and to facilitate repairs. Pictures can validate damage and to show what damage has occured specifically to certain areas or structures so the appropriate assets can be deployed to the affected area. This can alleviate the already over tasked resources in an area after a disaster.

"Telemedicine is the ability to provide interactive healthcare utilizing modern technology and telecommunications (http://www.telemedicine.com/ )." Two different kinds of technology make up most of the telemedicine applications in use today. The first, called store and forward, is used for transferring digital images from one location to another. A digital image is taken using a digital camera and then sent by computer to another location. this is typically used for non-emergent situations, when diagnosis or consultation is not immediately necessary. Teleradiology, the sending of x-rays, CT scans, or MRIs is currently the most common application in use today. Telepathology and dermatology are also commonly utilized by telemedicine.


The other type of technology, two-way interactive television (IATV) is used when "face-to-face" consultation is necessary. The patient and sometimes either their provider, a nurse practitioner or telemedicine coordinator are at the originating site. The specialist is typically at the referral site, commanly an urban medical center. Typically this 'real-time' consultation is from an urban to rural location. There are also many peripheral devices that can be attached to computers to aid in an interactive examination.


There are many programs world-wide using a variety of technologies to provide healthcare. At the University of Kansas Telemedicine Program (http://www2.kumc.edu/telemedicine/), telemedicine technology has been used for several years for oncology, mental health care to patients in rural jails, hospice care, and most recently, to augment school health services by allowing school nurses to consult with physicians. The Memorial University of Newfoundland (http://www.med.mun.ca/telemed/Default.htm) telemedicine project has been using low-cost store and forward technology to provide quality care to rural areas for many years.






Telemedicine is also being utilized by remote off-shore oil rigs for improved quickness and proper diagnosis.








According to Telemedicine Information Exchange (http://tie.telemed.org/default.asp), several telemedicine programs are being inititated in correctional facilities, to minimize the costs and danger of transporting prisoners to health facilities. The University of Texas Medical Branch at Galveston (http://www.utmb.edu/telehealth/) was one of the original programs to begin providing services to inmates.


The military and some university research centers are involved in developing robotics equipment for telesurgery applications (http://www.mrcas.ri.cmu.edu/). A surgeon in one location can remotely control a robotics arm for surgery in another location. This technology was originally developed for battlefield use, and some U.S. academic medical centers and research organizations have also begun testing and using the technology.


There are still several barriers to telemedicine practice. Many states will not allow out-of-state physicians to practice unless licensed in their state. There are still several restrictions for Medicare telemedicine reimbursement (http://www.cms.hhs.gov/) Many private insurers will not reimburse for telemedicine consultations. Federal funding has become less avaialble in the past few years. The Office for the Advancement of Telehealth (http://telehealth.hrsa.gov/) will not be funding any new programs.


As a side note, the term telehealth was originially used to describe administrative or educational functions related to telemedicine. Telehealth is generally used as an umbrella term to describe all possible variations of healthcare services. The term telemedicine more appropriately describes the direct provision of clinical care via telecommunications i.e. diagnosing, treating, or following up with a patient at a distance.


The pictures below show my mother's shoulder x-ray and MRI prior to having surgery on a minor tear in her rotator cuff. She had the x-rays and MRI performed and then brought them on CD to her surgeons office.






Photographs and the Media

After hurricane Katrina, I was desperate for information about my relatives. I found my father’s family in Dallas quickly through the Red Cross website. However, my mother’s were missing for nearly 3 month’s. I searched the web for anything and probably saw ever image and knew where it was. In one of my searches for information, I found a blog with pictures of Cut Off, LA. I’d momentarily thought I’d found the answer. The blog showed pictures of a highway bridge entering a row of flooded businesses. Well, the concrete highway structure looked correct. However, in Cut Off the bridge has residential housing on both sides. It wasn’t until rural electricity was restored in November that I found that everyone was safe and the water only rose about an inch(so they say). (Swamps cover the land between the coast and New Orleans – nearly 100 miles. Cut Off is about half way in between the coast and the City.) Because of this event, I thought I would do my research on media and disaster images.

David Shukman, a reporter who covered the 2000 Mozambique flood provided an assessment of the media’s impact on this crisis. Media coverage caught pictures of victims fighting the flood waters. This footage caught the attention of the world and various nation sent aide and rescue personnel. Mozambique received $400 million in aide. However, as a reporter, David Shukman asked himself about the prices of this publicity. There were so many helicopters that their presence could have caused further drowning by the downward wind forces created by the rotor-blades. Next, this story was covered instead of the nearby war in the Congo because of the safety of the reporters. In fact, the war in the Congo was barely heard about in the press and received little attention from the rest of the world. Finally, he states that this event was heavily covered due to the ability to easily get the necessary footage. If there are no images there is seldom media coverage. David Shukman concludes that it is important for the media to play a positive role in helping people although that will not always be the case.

The United Nations praises the media for their coverage of hurricane Katrina. The media showed the poor government response and showed the crime and violence that resulted. Further, the media coverage demonstrated that disaster could be predicted and avoided. This coverage challenged the belief that natural disasters are neither man-made nor predictable in that both the US Congress and US Army Corps of Engineers investigated the failure of levees that should have protected the city. AS a result, mitigation will become a greater part of disaster planning.

A FEMA training paper discusses the response of media in a disaster. First, the media is essential to effectively warning the public. In fact, research suggests that victims and their relatives welcome media for information. However, the paper continues to advise of the medias ingenuity at getting a story: copying the license plate numbers of victims to track them and get a story, fabricating or spreading false rumors, and agrivating or bullying victims for statements. The paper states that it’s the emergency manager’s job to prevent or correct these events by providing frequent information about the event. Thus, the media are essential; but, they must be monitored.

So, let me show you some of my photos:

My husband and I on our cruise of Resurrection Bay near Seward, Alaska in June 2005. This was taken just after our tour boat was turned around from the open sea where we had hoped to see calving glaciers by the Coast Guard. Seas were very rough and the Coast Guard didn’t feel like rescuing us. The next day, we took a large Alaska state ferry across Prince William Sound to Valdez. The sea hopped such that we could hardly walk and wondered if our car was crushed by the large RV next to it. The Coast Guard was probably right in that this smaller ship would have at best had a hard time. (My camera, unknown fellow traveler picture taker)

From my brother. This is the area I lived in as a teenager north of New Orleans several days after hurricane Katrina (September 2005). Many of the tall pine trees were uprooted. I was shocked. My Mom recalls how the trees bent halfway to the ground in Carmen. (I guess I was busy having fun with my friends and did not notice.) But, none broke in that storm.



February 2006, 6 months after hurricane Katrina, Miami is still boarded up. In fact, everywhere people were rebuilding. My brother, who lives in northern Florida, said he was in Miami just after hurricane Andrew. That hurricane had broken all of the glass windows on all of these buildings and blown all of the furniture and paper into the street. He said it was the biggest mess he’d ever seen. By the number of boards on these buildings, I wonder if Katrina did the same. Yet, the people who lived in this were friendly and gracious to me despite the inconvience of rebuilding.

In April, 2008, Mike and I toured the mid-West to visit his relatives. I loved his family. However, this was a large road trip. I looked for tornados across Oklahoma. Then just after dark and just outside Oklahoma City lots of debris flew into us. I'm not sure what caused this; but it frightened me. We were in Missouri for the New Madrid earthquake. Then, we were in Davenport, Iowa as it started flooding (show in the picture). And, finally we stopped for a night in South Dakota and woke up to a blizzard. I was running a 102 degree fever; however, we had to get out of Mitchell, SD before the highway closed in 2 hours. We barely got out of the area that was closing and I eventually got to a hospital to find that I’d had a very bad respiratory infection. It was good to get home. And, 2 weeks later we went to Hawaii and there weren’t any unusual weather related events.
